That means the product is not a liquid and not a pre-mixed spray. It needs to be dispersed in water with proper agitation. The active ingredient is prodiamine, but the formulation affects how you measure it, how you mix it, and how you clean the equipment afterward. The same brand name can exist in different formulations, and in some markets the label is completely different. That part is easy to miss.
